My HP Beats Envy 15 laptop won't stay at the volume I want it to be on other programs

I'm really sorry if this is a really stupid question, but I am really technologically impaired :(

 

Okay, so to change the volume on the HP Beats Envy 15 laptop, you just need to use the volume control wheel thing at the right side of it. That one works perfectly fine for me. But when it comes to other programs, eg iTunes, when I click the volume of the iTunes program to be softer, it'll be soft at first, but after a few seconds it'll just return to the normal full volume.

 

It's the exact same thing for YouTube, even though it's not a program. The volume control works for VLC Media Player though!

 

I can't help but think it's my laptop's problem, because the whole iTunes and YouTube volume thing works for other people with different computers...  Anyway, I hope I put my problem down clearly. It's hard to say without letting you guys hear for yourselves.
